After years of faltering elections and division between institutions, the mini-Libyan Dialogue Committee “4+4” signed in initials a draft agreement on the most prominent files that disrupted the electoral process.
The agreement came during the eighth meeting of the committee in Tunisia, under the auspices of the United Nations mission, which announced the holding of a new meeting inside Libya before the end of this August to develop mechanisms for implementing the understandings and officially announcing them.
The committee, which includes representatives from eastern and western Libya, reached an understanding regarding the presidential elections law, after previously agreeing on legislative elections. It also agreed on a mechanism to choose a new president for the High National Elections Commission.
These understandings fall within the first and second phases of the UN road map, and include addressing the legal and constitutional framework and reorganizing the commission, before moving on to unifying institutions, forming a new government, and creating conditions for holding elections.
Despite the importance of the agreement, it did not set a date for voting, nor did it end the institutional division, which makes the next stage a real test of the parties’ ability to transform understandings into binding decisions.
The “4+4” is trying to overcome the experience of the “6+6” committee, which succeeded in preparing electoral laws without leading to organizing elections, due to the continuing political, legal and security differences.
Analysts believe that the success of the agreement requires a clear timetable and a mechanism for follow-up and accountability, in addition to providing a political and security environment that guarantees the protection of the electoral process and acceptance of its results.
Observers also warned against treating the leaks related to the names of the candidates and the Commission’s arrangements as final, stressing that some provisions of the agreement still require legal and institutional translation.
Thus, the “4+4” opens a new window for the Libyan elections, but crossing this window will remain linked to the parties’ ability to implement what was agreed upon and avoid returning the country to a blockage.
