Today, Tuesday, July 29, 2025, a memorandum of understanding was signed between the High National Elections Commission and the Libyan Authority for Scientific Research, which ensures the consolidation of institutional cooperation and the integration of roles to support the electoral process. This took place at the Commission’s headquarters in the capital, Tripoli.
The memorandum was signed under the supervision of the Chairman of the Commission, Imad Al-Sayeh, and the Director-General of the Commission, Faisal Al-Abdali, in the presence of a group of officials from the two institutions.
This memorandum seeks to develop a strategy for cooperation in the field of scientific studies and research related to the electoral process, and to update awareness and training programs, in addition to providing the necessary data and information to support decision-making, in addition to the importance of coordination between the two parties in implementing joint activities, which include enhancing political participation and raising the level of electoral awareness in Libyan society.
The agreement stipulates cooperation in organizing workshops, conferences and scientific seminars, a field study on electoral behavior and the organization’s legislation for the electoral process, as well as supporting joint activities logistically and technically, as well as coordination with international and local partners in order to ensure the achievement of satisfactory results within these efforts.
The signing of this memorandum falls within the framework of the Commission’s endeavor, which is to build strategic partnerships and agreements with national scientific institutions, which demonstrates transparency, expands the base of participation, and contributes significantly to providing an electoral environment based on knowledge and scientific analysis.
