Rabat –The Ministry of the Interior launched a massive campaign to audit the regulations of territorial municipal employees, as part of its efforts to combat the phenomenon of “ghost employees” who receive monthly wages without performing their duties, with the aim of rationalizing expenses and strengthening governance within local administrations.
The competent departments began implementing the operation in a number of groups affiliated with the regions of Casablanca-Settat and Rabat-Salé-Kenitra, where meetings were held with human resources officials to review the administrative files of employees and distinguish between those actually carrying out their duties and those who are permanently absent.
This step comes based on directives issued by the General Directorate of Territorial Communities, following reports that revealed the continued presence of employees receiving salaries without performing any work, which constitutes a significant burden on the groups’ budgets.
Data indicate that this category depletes more than 20% of the salaries of territorial municipal employees, which is estimated at approximately 11 billion dirhams annually, which prompted the Ministry of the Interior to tighten control and link the disbursement of wages to actual attendance.
The Ministry is also working to create a unified and updated national database for group employees, supported by an information system that allows tracking the administrative status of employees, controlling their professional mobility, and monitoring shortages and surpluses in human resources among various agencies.
It is expected that the results of the audit process will be transmitted to the central departments of the Ministry of Interior and the Kingdom’s General Treasury, with the aim of matching wages with the actual professional status of employees, and taking the necessary legal and administrative measures against violators.
This process falls within broader reforms aimed at enhancing transparency, linking responsibility to accountability, improving the distribution of human resources and improving the quality of public services provided to citizens.
