Rabat –During a legislative session, the House of Representatives approved, by a majority, Draft Law No. 19.25 related to the protection of stray animals and the prevention of dangers associated with them, in a step aimed at establishing a new legal framework to regulate the management of this file and enhance animal welfare standards in Morocco.
The project received the support of 74 parliamentary deputies, while 21 deputies abstained from voting, without any opposition votes being recorded, which reflects a broad consensus on its contents.
The Minister Delegate in charge of relations with Parliament and the official spokesman for the government, Mustafa Paytas, during the presentation of the project on behalf of the Minister of Agriculture, Fisheries, Rural Development, Water and Forests, explained that the text was prepared based on comparative international experiences, taking into account the recommendations of the World Organization for Animal Health related to animal health and the principles of animal welfare.
The government official indicated that the new law falls within efforts to modernize the national legislative system, by providing more effective legal and institutional mechanisms for managing stray animals, in line with international standards and enhancing Morocco’s position in the fields of animal health and animal protection.
The project includes new requirements for establishing a system for declaring animals, defining the responsibilities and obligations of owners and keepers, in addition to creating a national database for animal data.
It also stipulates regulating the conditions for establishing and managing centers for the care and shelter of stray animals, and identifying the competent authorities to inspect violations, with the adoption of a transitional period extending for two years before the law enters into force, to enable the various stakeholders to adapt their situations to the new requirements
