The experience of transforming from amateur sports associations to sports companies with shares (SSPA/SA) in Algeria and the Maghreb countries has raised profound economic and legal problems regarding the relationship between public financing, ownership of clubs by major national companies, and the requirements for commercial independence and profitability.

1. Model of sponsorship of Algerian clubs by major economic institutions

Since the adoption of professionalism in 2010, Algerian football has witnessed the transformation of historical clubs into sports companies with shares (SSPA), before the major national public companies (such as Sonatrach, Sonelgaz, Madar, Mobilis, and Cocidar) intervened to acquire the majority of shares in long-established clubs such as Mouloudia Algiers, CS Belouizdad, USM, JS Kabylie, and ES Setif.

This model has provided a strong financial injection that has enabled these clubs to build modern training centers and attract international players, in addition to benefiting from new stadiums built to Olympic and international standards, such as the Nelson Mandela Stadium in Baraki, the Hussein Ait Ahmed Stadium in Tizi Ouzou, and the Ali Lapointe Stadium in Douira.

2. The challenge of financial balance and controlling the wage pool in the Maghreb leagues

Despite the financial advantages of major corporate sponsorship, sports economists agree that true sustainability requires diversifying commercial income streams (naming rights, matchday revenue, digital marketing) and not depleting more than 60% of a club’s budget into player wages.

This is why football federations in the Maghreb region have moved towards activating club financial oversight bodies (DNCG) to link the conclusion of new deals to the provision of bank guarantees and balanced budgets approved by auditors.

3. Prospects for market integration and player transfers within the Maghreb space

The transfer of players and coaches between the Maghreb leagues (Morocco, Algeria, Tunisia, Libya) has proven a remarkable technical success due to the linguistic, cultural and tactical convergence, as the consideration of the North African Federation (UNAF) player as a local player in some seasons has contributed to raising the competitive value of the national championships.

📊 Comparison of structuring and financing models for professional clubs in the Maghreb space

Ownership and financing model The approved legal framework Strengths Structural challenges that must be addressed
Sports companies owned by economic institutions (Algeria) Sports Stock Company (SSPA) Strong financial solvency and modern stadium structure The necessity of developing internal commercial revenues and reducing wage inflation
Sports companies in partnership with associations (Morocco – Law 30.09) Sports Shareholding Company (SA) with a mother association A stimulating legal and tax framework and institutional financial oversight Accelerating the opening of corporate capital to private investors Professional sports associations (Tunisia / Libya)
A sports association subject to the Sports Structures Law A broad fan base and a historical connection to the local identity The urgent need for legislation allowing the establishment of sports investment companies 📌 Reference summaries for researchers and followers:

Modernizing the stadium infrastructure in Algeria and Morocco has given the Maghreb region the best football facilities on the African continent.

  • The success of sports companies requires a complete separation between emotional public management and professional executive management subject to performance indicators.
  • Activating tribal financial control prevents the accumulation of debts and international disputes before FIFA.
  • تفعيل الرقابة المالية القبلية يمنع تراكم الديون والنزاعات الدولية أمام الفيفا.
