New York –On Thursday, October 15, 2026, the Fourth Committee of the United Nations General Assembly adopted its annual resolution on the issue of the Moroccan Sahara, with a majority of 152 votes in favour, including Morocco’s vote, against two votes in opposition and seven abstentions, in an exceptional vote that included the draft resolution that has traditionally been adopted without a vote since 2006.

The vote came after a request made by American delegations at the last minute, which included the 23 draft resolutions presented to the Fourth Committee, without exception, including texts that member states are accustomed to adopting by consensus or without resorting to voting. This step, according to the data contained in the news, falls within the direction of the US State Department that aims to subject the decisions of the six main committees of the General Assembly to voting, including issues related to security, disarmament, sustainable development, humanitarian affairs, human rights, legal issues, and the United Nations budget.

Morocco voted in favor of the resolution, along with 151 other member states, at a time when the text is of particular importance because of its reference to Security Council Resolution No. 2797, adopted on October 31, 2025, which, according to the Moroccan position, constitutes a basic reference in the political track related to the Sahara issue.

The annual resolution confirms, according to published data, continued support for the political process led by the Personal Envoy of the Secretary-General of the United Nations, under the auspices of the Secretary-General, with the aim of reaching a realistic, practical, lasting and acceptable political solution to the parties, in accordance with the relevant Security Council resolutions, especially the last four resolutions referred to in the Secretary-General’s report.

The inclusion of the reference to Resolution 2797 in the text of the Fourth Committee comes after its adoption in the Security Council on October 31, 2025, that is, after the end of the Committee’s previous annual discussion on the issue of the Moroccan Sahara, which allowed this development to be included in the resolution that was adopted during the current session.

According to the same data, the new resolution did not include fundamental changes compared to the texts adopted during the past twenty years, with the exception of the important reference to Security Council Resolution 2797, which has become part of the terms of reference mentioned in the annual resolution of the Fourth Committee.

The text also renewed its reference to the parties’ commitment to continue to demonstrate political will and work in an atmosphere conducive to dialogue, and to engage in good faith and without preconditions in a more intense phase of negotiations, taking into account the efforts made and the developments that the file has witnessed since 2006.

The aforementioned developments, according to the source, include the adoption of Resolution 2797 and the holding of three rounds of negotiations in Washington and Madrid, during which Morocco presented the developed formula for the autonomy proposal.

On the other hand, the content of the resolution indicates support for the political dynamic led by the Security Council within the framework of Chapter VI of the United Nations Charter, which focuses on the peaceful settlement of disputes through dialogue and negotiation. The text confirms, according to published data, that the resolution does not pre-decide the final status of the Sahara, but rather supports the continuation of the political path to reach a negotiated solution.

The adoption of the resolution comes in the context of continuing international efforts aimed at advancing the political process regarding the Sahara, while emphasizing the importance of the parties concerned engaging in good faith in the negotiations, in accordance with the relevant Security Council resolutions.
