LibyaThe housing crisis in Libya is worsening in light of the widening gap between the increasing demand for housing units and completed projects, amid challenges related to the cessation of housing projects, the absence of accurate databases, and high construction costs, which raises questions about the state’s ability to address this issue in the coming years.
The economic expert and former supervisor of the economic and social file at the National Center for Scientific Studies and Research, Dr. Muhammad Youssef Darmish, revealed that Libya needs about700 thousand housing unitsTo fill the current deficit, stressing that the absence of a recent population census since 2005 and 2006 makes it difficult to accurately determine actual needs.
He explained that between 2006 and 2010, the state had launched housing projects aimed at achieving between400 and 500 thousand housing unitsIn various cities, most of them stopped after the events of 2011, while only a limited part of them was completed.
Darmish pointed out that more than506 thousand requestsWithin the Youth Housing Initiative, it reflects the scale of the crisis, but it does not represent the real number of people in need of housing, considering that the allocation ofOnly 18 thousand unitsIn the first phase of the initiative, it remains limited and does not keep pace with increasing demand or population growth.
He added that addressing the crisis requires an integrated vision that includes completing stalled projects, launching new housing programs, and completing at least100 thousand housing units annuallyTo ensure reducing the deficit in the future.
He stressed that Libya has the financial capabilities necessary to finance housing projects thanks to its oil resources, but the success of this path remains dependent on good management of resources, setting clear budgets, improving planning, and providing updated databases that help decision makers determine priorities.
He also called for activating the role of planning institutions and banks specialized in financing real estate projects, while separating between private real estate investment and public housing programs, to ensure the implementation of sustainable projects that respond to the real needs of citizens.
