This decision came after a meeting between President Abdelmadjid Tebboune and Spanish Foreign Minister Jose Manuel Albarez, where the desire to revitalize bilateral relations after a period of political and economic estrangement was emphasized.
Decline after escalation
Algeria had previously chosen an escalation approach, by suspending the agreement and taking pressure measures on Madrid because of its position in support of the Moroccan Sahara. However, this path did not achieve results, as Spain adhered to its position, which prompted Algeria to review its options.

Observers believe that this step reflects a practical retreat from the policy of escalation, in exchange for adopting a more realistic approach based on the primacy of economic and strategic interests, especially in light of the transformations witnessed in the international energy market and the balances of relations with Europe.
