A fine of up to 1,200 dirhams.. Moroccan law punishes failure to present a national ID card to the authorities.

Moroccan law imposes a fine on every citizen over the age of 18 who refuses or is unable to present his electronic national identification card when requested by judicial police officers or agents. These measures aim to enable the authorities to verify the identity of people and maintain security and public order.
According to Article 10 of Law No. 35.06 amending the electronic national ID card, every person who has reached the age of 18 full Gregorian years, and neglects to present the national ID card when requested by the competent authorities, will be punished with a fine ranging between 300 and 1,200 dirhams. The law confirms that obtaining a national ID card is a mandatory procedure for all Moroccan citizens residing in Morocco.
A distinction must be made between the violation of not presenting the card and other crimes that may accompany the identity verification process. While the penalty for not presenting the card is only a financial fine, refusing to fully comply with the authorities’ orders, insulting a public employee while carrying out his duties, or providing a false identity are considered separate crimes punishable by the criminal law with more severe penalties that may reach effective imprisonment.
Experts advise that it is necessary to always carry the national ID card, as it is the first official document to prove identity in all administrative and daily transactions, and presenting it to the authorities upon request not only spares its owner a financial fine, but also facilitates the work of the security services and prevents any potential legal complications.
