Silbaby –More than six years after the launch of the modernization program for the city of Silbabi, the capital of Kedi Magha state in southern Mauritania, several development projects funded by the state budget are still out of service or suspended, even though some of them were completed years ago, which raises questions about the extent to which the program achieves the goals for which it was launched.
In December 2019, Mauritanian President Mohamed Ould Ghazouani supervised the launch of the program, which cost about 6 billion old ouguiyas, with the aim of rehabilitating the city and raising its urban level after the damage caused by torrents and rains.
The program included the construction of a regional hospital with a capacity of 150 beds, a passenger station, a modern slaughterhouse, a model barn, and a market for agricultural products, in addition to a primary and secondary school for excellence, the restoration of the existing secondary school, and the construction of 50 housing units using compressed clay technology.
Al-Akhbar Agency observed during a field tour that a number of these facilities, despite the completion of their work, did not enter into exploitation, as the modern slaughterhouse remained closed since the announcement of the end of the work in 2022, which led to its exposure to deterioration and vandalism, especially the cooling facilities and water drainage passages. The building also lost part of its components due to it remaining unused.
The passenger station designated for regulating transportation traffic is still closed, while the work on the agricultural produce market stopped before completion, despite several contractors succeeding in implementing the project, so the building remains in an incomplete state until now.
As for the project to build 50 housing units using compressed clay technology, which the Ministry of Housing announced was completed in March 2022 and considered it the first experience of its kind in the country, the housing has not yet been delivered to the beneficiaries who were scheduled to be allocated to employees, so the housing units remain empty despite years having passed since their completion.
On the other hand, some components of the program have entered into service, including the regional hospital, the road network, and a number of educational facilities. However, the continued faltering or disruption of other projects highlights the challenges facing the completion of benefiting from the city’s modernization program.
