Rabat –The resources mobilized by Morocco through innovative financing mechanisms amounted to about 147 billion dirhams until the end of 2025, according to the annual activities report of the Budget Directorate, based mainly on valuing the state’s real estate properties and converting part of their value into financial liquidity, while continuing to use them to provide public services.
The report revealed that the year 2025 alone recorded the mobilization of 40.1 billion dirhams through these mechanisms, compared to about 7.15 billion dirhams in 2019, which reflects the expansion of resort to this type of financing to support public investment and provide additional resources to finance structured projects.
This mechanism is based on transferring ownership of public real estate assets to institutional investors in exchange for sums of money, with the concerned departments and institutions retaining the right to use them under long-term lease contracts. These assets include real estate allocated to administrative, educational, health, judicial and university sectors.
This formula aims to mobilize financial resources from existing properties, while continuing to exploit them in the performance of public facilities, in addition to providing investment opportunities for financial institutions, especially through real estate collective employment agencies.
In the same financial context, the state’s regular revenues increased during 2025 by 14.2 percent compared to the previous year, reaching 424.2 billion dirhams, while tax revenues amounted to 358.9 billion dirhams, an annual increase of 14.1 percent.
The report attributed the improvement in tax revenues, mainly, to the increase in corporate tax revenues, the value-added tax, and the income tax, in addition to an increase in revenues from the internal tax on consumption, registration and registration fees, and customs duties.
The improvement in resources, in parallel with the rationalization of management expenses by about 4.5 billion dirhams, contributed to limiting the budget deficit to 3.5 percent of the gross domestic product in 2025, a decrease of 0.3 points compared to 2024.
However, the report’s data reveal, on the other hand, a discrepancy between the allocations allocated for public investment and the level of their implementation. Available investment credits amounted to about 167.5 billion dirhams, compared to commitments worth 147.1 billion dirhams and financial issuances amounting to 129.44 billion dirhams, which highlights a difference of approximately 38 billion dirhams between the available credits and registered issues.
The rate of commitment to investment credits reached 88 percent, while issuances represented about 88 percent of commitments. On the other hand, the rate of compliance with operating expenses approached 99 percent, according to the numbers contained in the report.
These data place accelerating the implementation of investment projects among the challenges associated with mobilizing public resources, as the bet is not limited to providing additional financing, but also includes transferring available funds into completed projects, thus enhancing the economic and social impact of public investment.
