TripoliLibyan political activist Nadia Al-Rashed warned against announcing projects related to dividing the country into regions, considering that what is being proposed at this time represents a “disguised division” that may further deepen the political crisis in Libya, according to statements she made to local media.
Al-Rashed stressed that the announcement of what is known as the Regions Project is not based, in her opinion, on any constitutional or legal cover, considering that it exceeds the jurisdiction of Local Administration Law No. 59, which defines the powers of municipalities without addressing new regional divisions.
She said that determining the administrative and geographical form of the state is one of the powers of the original legislator, and cannot be done through individual or political initiatives, noting that activating any provisions related to the governorates or administrative division requires the complete unification of state institutions.
Al-Rashed considered that presenting this project in the current political situation may lead to widening the gap between the Libyan parties and “pour fuel on the fire of the crisis,” warning of its repercussions on general stability and the possibility of obstructing any political settlement path.
She added that some of the proposed proposals are classified as “purely political” and do not reflect a unified popular will. Rather, they may be understood as attempts to impose a new reality in light of the continuing political and security division.
She also indicated that Libya is experiencing an incomplete administration reality, considering that any projects to restructure the administrative system need a stable environment and unified institutions before they are implemented.
Al-Rashed concluded her statements by stressing that there is widespread popular rejection of any steps that are seen as affecting the unity of the state or opening the door to division or settlement, considering that the current stage requires focusing on ending the division instead of deepening it.
