In a move that reflects the growing diplomatic presence of Morocco within the international system, Omar Hilal, Ambassador and Permanent Representative of the Kingdom to the United Nations and Chairman of the Peacebuilding Commission, chaired a high-level strategic dialogue with the executive directors of the World Bank, at the organization’s headquarters in New York, on the sidelines of the Economic and Social Council Forum on Financing for Development.
This meeting comes in the context of an ongoing dynamic to reformulate the partnership between the United Nations peace system and international financing institutions, as an extension of previous meetings hosted by Washington during the years 2024 and 2025, reflecting a trend towards enhancing integration between the security and economic dimensions in addressing international crises.
During his intervention, Hilal stressed the structural interconnection between peace and development, stressing that achieving sustainable development remains dependent on the presence of a stable environment, highlighting that more than half of the world’s population who live in extreme poverty are located in areas suffering from fragility, conflict or violence.
In this context, he called for strengthening the World Bank’s interest in these environments, praising the institution’s new directions, especially within the framework of the twenty-first replenishment of the International Development Association’s resources, which focuses on prevention and strengthening resilience.
The Moroccan official also touched on the experience of the Central African Republic, reviewing the results of a recent field mission of the Peacebuilding Commission, which highlighted progress in the areas of security, extending state authority, and transitional justice, while emphasizing the need to support these gains through sustainable financial and technical support.
Within the framework of strengthening this cooperation, Hilal identified four main axes to develop the partnership, including mobilizing additional funds for community reintegration, supporting reforms in the security and justice sectors, and accompanying fragile states in prevention mechanisms, in addition to enhancing coordination between the United Nations, the World Bank, the African Development Bank, and the European Union.
He also announced the organization of the “United Nations Peacebuilding Week” during the period from June 22 to 26 in New York, under the slogan “Partnership for Innovation, Inclusion and Impact,” inviting the President of the World Bank Group, Ajay Banga, to participate in this event, which coincides with the twentieth anniversary of the establishment of the Peacebuilding Commission.
The meeting witnessed consensus among various parties on the importance of linking peace and development, strengthening national ownership of projects, in addition to the necessity of providing effective financing to confront challenges associated with conflict and fragility.
In this context, Hilal proposed a set of practical measures, including sharing analyzes between the Peacebuilding Commission and the World Bank, preparing joint financing mechanisms, organizing thematic meetings, as well as strengthening field coordination between working teams in the countries concerned.
According to observers, this diplomatic move confirms Morocco’s growing position within the multilateral system, especially on issues related to security and development, as it emerges as a pivotal actor in bringing viewpoints closer and strengthening international balances.
