Chlef –The authorities of the Algerian state of Chlef issued a new state decision regulating the movement and use of electric bicycles and individual means of transportation known as “trots,” including a set of controls aimed at enhancing traffic safety, in a step that comes after a similar approach adopted by Morocco to regulate the use of these modern means.
According to a statement by the security services of Chlef Province, State Resolution No. 1528, dated July 6, 2026, specifies the conditions for the use of electric bicycles and “trots” across the state’s territory, obliging their users to respect traffic rules.
The decision stipulates the obligation to wear a protective helmet, equip the bicycle with front and rear lights and an audio alarm, while respecting traffic signals, prohibiting transporting passengers or using a mobile phone while driving, in addition to prohibiting dangerous maneuvers.
The decision also prohibits the use of these means on sidewalks and within public spaces that may hinder the movement of pedestrians, in addition to prohibiting their use on motorways and highways.
Among the most prominent measures is prohibiting the use of electric bicycles and “trots” by children under the age of 15, and setting walking times between six in the morning and nine at night.
The security services confirmed that violating these provisions exposes the perpetrators to the penalties stipulated in the Traffic Law, in addition to impounding the bicycle or “troika” at the Mahshar for ten days as an administrative measure.
This decision comes in the context of increasing reliance on electric means of transportation in a number of countries in the region, as Morocco has previously approved a regulatory framework for the use of electric bicycles and means of personal transportation, with the aim of enhancing road safety and defining the rights and duties of their users, in light of the increasing spread of these means within cities.
