A dangerous escalation of hate speech after the “Cannes 2025” final sparks a human rights warning in Morocco

Rabat – I crossedMoroccan Organization for Human RightsExpressed its concern about what it described as a “worrying escalation” of discriminatory and racist speech targeting immigrants from African countries residing in Morocco, following the events that accompanied the final match ofAfrica Cup of Nations 2025, which he embracedPrince Moulay Abdullah StadiumIn the capital, Rabat.

The organization explained, in a report issued by its executive office on January 21, 2026, that a number of calls circulating on social media platforms had taken on an inflammatory and aggressive nature, affecting – according to the report – the safety and human dignity of the targeted people, warning of the danger of this speech to societal peace and the values ​​of coexistence.

In the same context, the organization recalled that Morocco had adopted, since 2013, the National Strategy for Migration and Asylum, which represented a shift in the management of migration issues through a humanitarian approach based on rights, protection and integration, stressing that this approach is consistent with the requirements of the 2011 Constitution, which stipulates the criminalization of incitement to racism, hatred and violence, and the prohibition of all forms of discrimination, in addition to foreigners enjoying basic freedoms as determined by law.

The organization also recalled Morocco’s international obligations, most notably the International Convention on the Elimination of All Forms of Racial Discrimination, considering that tolerating the spread of xenophobic rhetoric would undermine the legal and institutional gains that Morocco and civil society have accumulated over the past decades.

Accordingly, the organization’s executive office announced its rejection and condemnation of all digital content that targets immigrants with discriminatory and inflammatory speech, calling for the law to be activated and the legal requirements to be implemented against anyone who promotes or encourages racism and hatred, due to the threat they pose to human dignity.

The communication also called for accelerating a comprehensive reform of Law No. 02-03 regarding the entry and residence of foreigners and irregular migration, ensuring its compatibility with the Constitution and the Kingdom’s international obligations, in addition to calling on public and private media to engage in efforts to sensitize and raise awareness of the dangers of discriminatory and hate speech, and to promote the values ​​of coexistence and mutual respect.
