UN official in Libya: “All Libyan institutions have lost their legitimacy, and elections are an urgent necessity”

The Special Representative of the Secretary-General of the United Nations in Libya, Hannah Tetteh, said that all current Libyan institutions have exceeded their legitimate mandates, which necessitates the necessity of holding national elections that produce a unified government that enjoys the confidence of the people.

In her first interview since assuming her position, Tetteh stressed that the institutional division in Libya constitutes a serious threat to the country’s stability, warning that the continuation of this situation may lead to further fragmentation and divisions.

She explained that the United Nations Support Mission in Libya (UNSMIL) established a technical advisory committee to provide recommendations on a new road map towards the elections. She pointed out that there is consensus among the Libyan parties on the importance of elections, but the disagreement lies in the ways to implement them, as parties in the West demand resolving constitutional issues and unifying institutions before voting, while parties in the East prefer to form a new government first.

Tetteh stressed that elections are not a goal in and of themselves, but rather a means to end the transitional phase and establish a stable government with a popular mandate. She added that Libya has sufficient resources and human capabilities to achieve stability and development, but weak public money management and political division impede progress.

Regarding the security challenges, the UN envoy confirmed the continuation of the ceasefire, but the presence of mercenaries and foreign forces remains a source of concern, calling for the unification of the security services under one central authority.

At the conclusion of her speech, she sent a message to the Libyan leaders urging them to shoulder their historical responsibilities, and called on women and youth to uphold their right to participate and build the country’s future.
