Tunisia is moving to regulate self-employment… requiring freelancers to submit a tax declaration and electronic payment

Tunisia –A number of representatives of the Tunisian Parliament submitted to the Registry Office a proposed law related to regulating self-employment and electronic payment, which aims to frame the freelancer activity within the digital economy and facilitate the administrative and financial procedures associated with it.

Representative Basma Hammami stated that Tunisia has become part of the global digital transformation, which requires the enactment of new legislation that keeps pace with the development of work patterns, especially for young people working independently through digital platforms.

The law proposal, which is expected to be referred to the Finance Committee, includes six chapters in addition to a seventh chapter on transitional provisions, as it defines the concepts of self-employment, independent economic activists, bank accounts, and electronic payment platforms, in addition to organizing the transitional phase, which extends for five years.

The proposal also stipulates the state’s obligations, including concluding agreements with international electronic payment platforms, creating a commercial register for self-employment, providing tax incentives, as well as creating a digital platform to facilitate administrative procedures for the benefit of freelancers.

On the other hand, the project specifies the obligations of activists in the digital economy, by requiring them to open bank accounts, obtain a tax declaration, and deal with recognized platforms, in addition to setting controls during the transitional phase that include capping financial transactions and security audit procedures, with fines ranging between 500 and 5,000 dinars in the event of a violation.
