RabatThe Moroccan government is moving to complete the legal framework regulating the use of electric bicycles and “Trotinets” (motorized personal transportation vehicles), by preparing new rules that specify traffic conditions and technical specifications, in a step aimed at reducing dangerous behavior and enhancing road safety.
The Minister of Transport and Logistics, Abdul Samad Qiuh, revealed in a written answer to a parliamentary question that the Ministry is working to complete the regulatory texts for this type of vehicle, while the National Road Safety Agency will accompany the entry into force of these requirements with awareness-raising and awareness campaigns targeting its users.
The Minister explained that the Traffic Code requires that all vehicles undergo technical approval before allowing them to be used on public roads, to ensure that they comply with safety standards.
He pointed out that on June 19, 2025, the Government Council had approved a decree amending the regulatory framework for vehicles, whereby motorized personal transportation vehicles were included in the category of motorized bicycles, specifying their legal definition and technical characteristics.
According to the new requirements, these vehicles are intended to transport only one person, without a seat or equipment designated for transporting goods, and operate with a non-heat engine, provided that their maximum speed ranges between more than 6 kilometers per hour and does not exceed 25 kilometers per hour.
The project also stipulates that it is mandatory to provide these vehicles with a set of safety equipment, including front and rear reflectors, an audible warning device at a distance of no less than 50 meters, in addition to restriction devices.
Qiuh confirmed that the Ministry also referred a new draft decree to the approval procedure that specifies the rules and conditions for the operation of electric bicycles and “Trotinettes” on public roads, provided that its entry into force is preceded by a communication and awareness-raising program implemented by the National Road Safety Agency to familiarize users with the new requirements.
