Fears are rising within Moroccan neighborhoods with the increasing presence of immigrants from sub-Saharan Africa

Morocco –Morocco is witnessing a structural transformation in the immigration file, after it moved from a transit country to a receiving and settling country for thousands of immigrants from sub-Saharan African countries, in the context of the National Strategy for Migration and Asylum, which was launched in 2013 under royal directives, and included the regularization of the status of more than 23 thousand immigrants in its first phase, and additional thousands during the second phase (2016-2017).

However, this transformation, according to what was reported by circulated sources, has resulted in increasing social, security and economic challenges, in light of a broad public debate about the effects of the increasing numbers of immigrants in a number of Moroccan regions.

On the social and security level, the data indicate the emergence of a state of apprehension among groups of citizens, especially in some rural areas, including the province of Zagora (Tamzmut community), where residents’ dissatisfaction with receiving groups of migrants was recorded, amid fears related to public safety and the absence of adequate facilities for reception.

A number of individual incidents were also circulated, including a murder in Darwa, attacks on women, in addition to the incident of a migrant seizing a security vehicle in Marrakesh. These events contributed to fueling the debate about the security dimension of the file, despite emphasizing their individual nature.

In the same context, some sources raise problems related to integration and cultural coexistence in some regions, in light of difficulties in the social framing of immigrants and differences in lifestyles, which sometimes leads to local social frictions.

On the economic level, there are challenges related to the labor market in light of the unemployment rate rising to 13.3% and the presence of more than 1.6 million unemployed, which fuels fears among segments of citizens about the pressure on job opportunities, in addition to the increasing pressure on the health, education, and housing sectors, in the context of general economic fragility.

On the other hand, human rights approaches stress the need to respect Morocco’s international obligations in the field of human rights and asylum, while calling for distinguishing between migrants in a legal or peaceful situation and those involved in acts that violate the law, and avoiding any speech that might lead to generalization or hatred.

The ongoing debate concludes that the migration issue in Morocco has become a complex issue that combines humanitarian, security, and economic dimensions, and requires a comprehensive approach that balances human rights obligations and the requirements of social stability.
