The Special Committee for Accreditation of Election Observers announced the opening of applications for nominations to accredit national and international observers, as part of the preparation for the elections of members of the House of Representatives scheduled for September 23, 2026, with the aim of ensuring independent and impartial observation of the conduct of the electoral process.
A statement to the committee explained that this process is based on the requirements of the Constitution, especially Articles 11 and 161, in addition to Law No. 30.11 relating to determining the conditions and methods for independent and impartial observation of the elections, as well as Law No. 76.15 related to the reorganization of the National Council for Human Rights.
According to official data, the process of receiving accreditation applications will start starting from April 27, with May 22, 2026 being set as the last date for submitting nominations, while the files will be decided at the latest on June 17 of next year.
Entities eligible to obtain accreditation include national institutions legally authorized to carry out election observation tasks, as well as civil society associations active in the field of human rights and promoting the values of citizenship and democracy, provided that they are legally established and operate in accordance with their basic regulations. The matter also concerns international non-governmental organizations specialized in observing elections, and known for their independence and objectivity.
Concerned bodies can submit their requests by downloading the accreditation form from the website designated for the process, sending it via email, or depositing it directly at the control office of the National Council for Human Rights in Rabat, inside a sealed envelope addressed to the chair of the committee.
Regarding the conditions for accreditation, national observers are required not to be candidates in the elections in question, and to be registered in the electoral lists, with an obligation to sign the Charter of Independent and Impartial Observation. As for international observers, they are required to have experience in the field of election observation, in addition to respecting the same charter across their institutions.
The committee stressed that it will give special importance to requests that reflect geographical and cultural diversity, taking into account the gender approach, and encourage the participation of associations working in the field of the rights of persons with disabilities.
This process falls within the framework of enhancing transparency and credibility in electoral elections, and consolidating the principles of integrity and democracy in the Kingdom.
