Today, Monday, the Supreme Council of State voted to choose a new president for the Board of Directors of the High National Elections Commission, during an official session attended by 107 members, chaired by Council President Mohamed Takala.
The second round of voting resulted in the victory of Salah Al-Kamishi, Director of the Commission’s Operations Department, after obtaining 63 votes, compared to 33 votes for his competitor Al-Aref Al-Tir, according to the procedures approved within the Council.
This development comes in a political context characterized by differing positions between legislative institutions, as the Libyan House of Representatives voted, last week in Benghazi, to retain the current head of the commission, Imad Al-Sayeh, who has held the position since 2014, which reflects the continuing dispute over the management of the body supervising the elections.
The Commission is of particular importance in light of the anticipation of organizing the presidential and parliamentary elections postponed since December 2021, due to the lack of consensus between the two chambers regarding electoral laws and some files related to candidacy. Observers believe that any change in the composition of the Commission remains linked to the possibility of achieving a minimum level of institutional compatibility.
In this context, the United Nations Support Mission in Libya had confirmed, through its head, Hannah Tetteh, that the restructuring of the Commission’s Board of Directors constitutes one of the basic stages within the UN road map, which aims to agree on legal frameworks and hold elections within a maximum period of 18 months.
As these developments continue, the Libyan electoral scene remains dependent on the ability of the concerned parties to overcome existing differences and reach common understandings that guarantee the unity of institutions and provide the necessary political and legal conditions for organizing acceptable and trustworthy elections.
