The Interim Government of National Unity announced the signing of a memorandum of understanding with the World Bank Group, in a step aimed at enhancing technical and advisory support and building institutional capacities in Libya, during the annual spring meetings of the International Monetary Fund and the World Bank, held in Washington, DC.
The signing took place in the presence of a high-level presence from both sides, where the Libyan side was represented by the head of the executive team for the president’s initiatives and strategic projects, Mustafa Al-Manea, along with a number of government officials from the ministries of finance, economy, and oil, as well as representatives of the National Council for Economic and Social Development. From the World Bank’s side, the group’s Vice President for the Middle East and North Africa, Othman Dion, attended, in addition to regional directors specialized in the fields of human development, digital transformation, and sustainability.
The memorandum comes as a culmination of a previous meeting between Prime Minister Abdul Hamid Dabaiba and the Vice President of the World Bank in February 2025, which resulted in initial agreements to enhance cooperation between the two parties on pivotal development and economic issues.
According to what was published by the official “Our Government” platform, the agreement constitutes an “important turning point” towards resuming direct cooperation with the World Bank after a break of more than ten years, as the joint program focuses on reforming public financial systems, empowering youth, and promoting digital transformation, in addition to improving the business climate and encouraging the private sector.
It was also agreed to implement the “Public Expenditure Evaluation and Financial Accountability” program, in addition to initiatives to support entrepreneurship and provide training and employment opportunities for Libyan youth, some of which are within World Bank institutions.
For his part, Othman Dion expressed his welcome for the reopening of the World Bank office in Libya, stressing the international institution’s commitment to accompany Libya on its path towards achieving sustainable and comprehensive development.
