Algeria –The Algerian authorities’ decision to terminate the duties of Major General Abdelkader Ait Ouarabi, known as “General Hassan,” raised widespread questions within political and security circles, especially since the man is considered one of the most prominent figures whose name has been associated with the country’s most powerful intelligence services over the past decades.
The Algerian Ministry of Defense announced the appointment of Major General Mounir Zahi as Director-General of Internal Security, succeeding General Hassan, in a move that observers considered a new indication of the continuation of profound changes within the Algerian security and military establishment.
The decision came under the direct supervision of Lieutenant General Saeed Changriha, who led the inauguration ceremony of the new official, amid growing talk about rearranging the centers of influence within the sensitive Algerian state apparatus.
General Hassan is seen as one of the most prominent architects of intelligence work in Algeria, especially during the years of combating terrorism, before he disappeared for years from the forefront following his judicial prosecution during the period of the late Ahmed Gaid Salah’s leadership of the military establishment.
The man returned to the forefront in 2025 in a step that was described at the time as “rehabilitation,” but his removal after a short period revived the discussion about the nature of the conflicts within the security decision-making circles in Algeria.
Observers believe that the rapid changes within the security services reflect the state of confusion experienced by the Algerian authority in light of increasing internal and regional challenges, amid continuing ambiguity around the backgrounds of repeated dismissals and appointments to sensitive positions.
