The European Union resolves its position: Moroccan autonomy is the basis of the solution in the Sahara

The High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, confirmed in an official written response dated February 20, 2026, that the European Union is consistent in its position with Resolution 2797 issued in 2025 by the United Nations Security Council, which supports the efforts made on the basis of the autonomy proposal submitted by Morocco to settle the Sahara issue.

This clarification came in an answer to a written question submitted by a member of the European Parliament, Lynn Boylan, where the European official stressed that the Union, with the consensus of the 27 member states, updated its position during the work of the Association Council between the European Union and Morocco, held on January 29, 2026, in line with the contents of the aforementioned UN resolution.

The response explained that Resolution 2797 supports the efforts of the Secretary-General of the United Nations and his Personal Envoy to advance political negotiations, based on the Moroccan autonomy initiative, with the aim of reaching a just, lasting, and acceptable political solution to the parties, within the framework of the United Nations Charter.

The High Representative also called on the various parties to engage in negotiations without preconditions, considering that the Moroccan autonomy proposal constitutes a serious and realistic basis for resolving this regional dispute. In the same context, she affirmed the readiness of the European Union to contribute to facilitating the consultations taking place under the supervision of the United Nations.

This position comes after the fifteenth session of the Association Council between Morocco and the European Union in Brussels, during which a new European formula was adopted regarding the Moroccan Sahara file, which considered that “true autonomy” might represent a practical and realistic solution to the conflict.

This trend was documented in a joint statement signed by the Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, Nasser Bourita, alongside Kaja Kallas, in which the European Union welcomed Morocco’s willingness to provide additional clarifications on how to implement autonomy within the framework of national sovereignty.

This development reflects continued international support for the UN path as the exclusive framework for addressing the issue, with increasing emphasis on the realism of the autonomy proposal as a basis for political negotiations.
