Rabat –The Ministry of the Interior confirmed that the events recently witnessed at the crossing points leading to the occupied cities of Ceuta and Melilla were not spontaneous or circumstantial, but rather came as a result of the intersection of several factors, most notably the malicious exploitation of digital space, the promotion of misleading information, and the activity of human trafficking networks, in addition to misinterpretations of some legal and administrative data related to immigration.
The official spokesman for the Ministry of Interior, Rachid Al-Khalfi, explained in a press statement that the authorities adopted a proactive and comprehensive approach from the beginning, which included early monitoring of indicators, raising the level of vigilance, enhancing the readiness of various security services and territorial authorities, in addition to intensifying land and sea surveillance, which contributed to containing the situation, protecting lives, and maintaining public order and border security, while respecting the law and the principle of proportionality in intervention.
Al-Khalfi pointed out that accurate field data showed that the number of people who tried to go towards Ceuta amounted to about 40,000 people, compared to 1,135 people in the direction of Melilla, stressing that all those who were able to reach Melilla were returned, and that these numbers are based on technical systems for monitoring and tracking, in contrast to some of the circulating numbers, which he described as inaccurate.
He added that some Spanish judicial decisions regarding restricting the application of immediate return to some migrants who are intercepted at sea were subject to incorrect interpretations that were widely circulated, which reinforced the mistaken belief among some that it is possible to avoid return by trying to cross by swimming.
Regarding the human toll, the official reported that one accidental death was recorded as a result of falling from a rocky area near Ceuta, in addition to 10 deaths due to drowning, noting that the close distance between the two banks and the limited depth of the water in some areas created a false impression of ease of crossing, which prompted a number of people to risk their lives.
Al-Khalfi confirmed that the Moroccan authorities, in coordination with their Spanish counterparts, continue to verify the validity of the data circulating regarding other deaths in the city of Ceuta, and to determine the identities and nationalities of the people concerned, according to official channels.
He also explained that the authorities opened the crossings to those wishing to return voluntarily, within the framework of cooperation with the Spanish side, which contributed to gradually restoring the normal situation in the region.
In the same context, he announced that the Public Prosecution has begun opening judicial investigations to determine all the circumstances and responsibilities associated with these events, and to arrange the legal effects in accordance with applicable legislation.
The official spokesman for the Ministry of the Interior concluded by emphasizing that addressing the phenomenon of irregular migration requires an approach based on shared responsibility, international solidarity and burden-sharing, reiterating Morocco’s commitment to continuing cooperation with its partners in combating irregular migration and human trafficking, while taking all necessary measures to protect border security and maintain public order within the framework of the rule of law and the Kingdom’s international obligations.
