Despite the decline in international support for its thesis, Polisario returns to waving the “referendum” card with the support of Algeria

The separatist Polisario Front has returned to adhering to the option of what it calls the “referendum,” considering it an entry point to settling the Moroccan Sahara conflict, in statements made by its representative in Algeria, Khatri Adoh, to Algerian media.

According to circulating data, this position came in the context of talk about political consultations sponsored by the United Nations with the participation of the parties concerned with the conflict, namely Morocco, Algeria, and Mauritania, along with the separatist front, in an attempt to relaunch a negotiating path under the supervision of the United Nations.

The Polisario leader claimed that these consultations are based on Security Council Resolution No. 2797, issued last October, considering – according to his statements – that their goal is to reach a formula that achieves what he calls “self-determination,” a proposal that contradicts the growing international trend supporting a realistic and agreed-upon political solution.

A number of observers believe that the Polisario’s continued promotion of the referendum option reflects the limited political margin and the continued dependence of its decisions on the Algerian authorities, which are considered a major party in this regional conflict.

In this context, Abdel Wahab El Kayen, head of the Africa Watch organization, explained that the statements of the Front’s representative in Algeria reveal the nature of the political and organizational relationship between the Polisario and the Algerian regime, stressing that the Front does not have the independence of decision-making, which makes its movements linked to Algeria’s geopolitical calculations in the region.

The spokesman pointed out that Algeria and Polisario’s reading of Security Council Resolution 2797 remains selective, as they are trying to present it as a mechanism to impose the option of secession, while successive UN resolutions stress the necessity of reaching a realistic and agreed-upon political solution between the parties.

Al-Kayen also pointed out that the Polisario’s claim to represent the Sahara population raises legal and democratic problems, highlighting that the southern regions of the Kingdom have locally, regionally and nationally elected institutions whose residents participate in their elections on a regular basis within Moroccan constitutional entitlements.

For his part, researcher in development issues and the field, Said Bouchakook, considered that the recent speech by the Polisario leaders comes in the context of an attempt to contain the growing tensions inside the Tindouf camps, which are witnessing – according to a number of reports – escalating manifestations of tension and internal divisions.

The researcher explained that some of the statements issued by the leaders of the Front are nothing more than an attempt to buy time and absorb anger inside the camps, especially in light of the international transformations that have become increasingly inclined to support the autonomy proposal presented by Morocco as a serious and realistic solution to the conflict.

He added that the current geopolitical developments, in addition to the shifts in the positions of a number of international powers, enhance the chances of reaching a political settlement based on realism and consensus, at a time when support for separatist proposals is declining.

Observers believe that Algeria and the Polisario’s continued adherence to a traditional discourse that is inconsistent with the new international trend may hinder efforts aimed at finding a final solution to the conflict, which in turn may affect regional stability in the Maghreb region.
