A preliminary report by the National Council for Human Rights praises Morocco’s flood management and warns of misleading digital content

Rabat – February 19, 2026

The National Council for Human Rights issued a preliminary report on the management of the floods that occurred recently in several regions of the Kingdom, in which it confirmed that the interventions of public authorities were carried out in respect of international standards related to human rights, while alerting to the dangers of circulating misleading digital content, some of which was issued by foreign accounts.

The report was titled “Preliminary Conclusions on Flood Disaster Management in Light of International Standards,” highlighting the efforts made at the level of prevention, coordination and protection of the population, especially in the four most affected provinces: Larache, Kenitra, Sidi Kacem and Sidi Slimane.

The Council recorded the rapid intervention of local authorities and the mobilization of various stakeholders, including the Royal Armed Forces, the Royal Gendarmerie, the General Directorate of National Security and Civil Protection, and the auxiliary forces, in addition to the territorial authorities, in order to evacuate residents and secure their property, especially in the city of Ksar El-Kebir during the beginning of this month of February.

According to the data contained in the report, more than 180,000 people were evacuated as part of operations described as among the broadest preventive interventions Morocco has witnessed in the context of a natural disaster, which contributed to preserving the right to life and physical integrity, with isolated human cases recorded.

The Council also noted the citizens’ response and respect for the authorities’ instructions during the evacuation operations, considering that this collective engagement reflects community awareness and shared responsibility in confronting crises.

At the level of the right to education, the report indicated a temporary suspension of studies in the affected areas, with the adoption of distance education as a precautionary measure, and the gradual resumption of studies in unaffected institutions.

As for the right to health, the Council has monitored taking special measures for the benefit of pregnant women, the elderly, and people with disabilities, in addition to ensuring continuity of care for patients with chronic diseases, including those benefiting from blood filtration rations or oncology-related treatments.

On the other hand, the Council warned against circulating old video clips and photos from other countries that were presented as being linked to the floods that Morocco experienced. He also pointed out the publication of fabricated warning messages using artificial intelligence tools, which may contribute to spreading confusion and causing anxiety among citizens.

The National Council for Human Rights called for being vigilant and verifying the sources of information before re-publishing it, stressing that confronting misleading content forms part of protecting information security and enhancing confidence in institutional efforts made to manage crises.

The Council is expected to issue a detailed report later that includes a comprehensive assessment of the various aspects of this natural disaster and its repercussions.
