President issuedPublic ProsecutionA new circular addressed to the first public prosecutor at the Court of Cassation, the public prosecutors at the courts of appeal, in addition to the public prosecutors at the courts of first instance, related to enhancing the protection of vulnerable groups and ensuring their effective access to justice.
According to the available data, this patrol comes within the framework of efforts aimed at strengthening the legal protection of these groups and making them among the priorities for implementing criminal policy, by ensuring that appropriate reception conditions are provided within the courts, and facilitating the procedures for access to justice, while paying the necessary attention to complaints and issues that concern the persons concerned, in full respect for the legal requirements in force.
The journal also stressed the importance of tracking and keeping up with the research carried out byJudicial policeIn issues related to vulnerable groups, ensuring the best protection conditions for them. It also called for the use of qualified social assistants and the conduct of social research in cases where the victims are from these categories.
In the same context, the Presidency of the Public Prosecution stressed the necessity of strengthening the role of the cells and committees charged with taking care of women and children within the various courts of the Kingdom, while enhancing continuous coordination with the relevant government sectors and institutions, with the aim of unifying efforts and providing more effective services for the benefit of these groups, in addition to allocating space in the meetings of local and regional committees to study their files.
The new directives also stressed the need to submit petitions and requests that are in line with the spirit of legislation aimed at protecting vulnerable groups and guaranteeing their rights, within the framework of the proper application of criminal policy.
In this context, the Director of Public Prosecution highlighted the importance of adhering to these directives and working to implement them effectively, while notifying the Directorate of Public Prosecution of all the difficulties that may hinder their implementation on the ground.
The periodical recalls that Chapter 34 of the Moroccan Constitution gives special attention to people with special needs and groups suffering from fragility, by encouraging their integration into social and civil life and facilitating their benefit from various rights and freedoms.
This approach also falls within the framework of Morocco’s respect for its international obligations related to human rights, especially those emanating from the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, in addition toInternational agreementsRelated matters ratified by Morocco, most notably the 2006 Convention on the Rights of Persons with Disabilities and its Optional Protocol, as well as the United Nations Principles relating to Older Persons and the Madrid International Plan on Aging.
