A new American initiative to unify Libya. A quartet meeting in Cairo pushes for comprehensive elections and ending the division

Cairo –The Egyptian capital, Cairo, witnessed a high-level meeting that brought together officials from the United States, Egypt, Saudi Arabia, and Turkey, devoted to discussing the future of the political process in Libya and ways to unify Libyan state institutions in preparation for holding comprehensive national elections that end years of political division.

The participants in the meeting, which included Egyptian Foreign Minister Badr Abdel Ati, his Saudi counterpart, Prince Faisal bin Farhan, and Turkish Hakan Fidan, along with Massad Boulos, advisor to the US President for Arab and African Affairs, stressed the importance of accelerating efforts aimed at unifying the political, economic, and security institutions in Libya as an essential step towards permanent stability.

This move comes at a time when Washington is intensifying its efforts to push the Libyan parties towards a new consensual formula, after Massad Boulos previously revealed American efforts to bring views closer between the competing authorities in the east and west of the country with the aim of forming a unified executive authority.

The quartet meeting stressed the necessity of preserving Libya’s unity and sovereignty and supporting the political path, while emphasizing that completing the unification of institutions represents the main gateway to holding comprehensive presidential and parliamentary elections that put an end to the state of division that has persisted for years.

These moves coincided with a meeting between the Prime Minister of the National Unity Government, Abdul Hamid Al-Dabaiba, and the Head of the Egyptian General Intelligence Service, Major General Hassan Rashad, where the two sides discussed political developments and ways to support stability and enhance joint coordination between the two countries.

Libya is still experiencing a political division between the internationally recognized national unity government in Tripoli and the existing authorities in the east of the country, at a time when regional and international efforts continue to find a political settlement that leads to unified institutions and general elections that end the transitional phase.

While actors in eastern Libya expressed their willingness to interact with the American initiative, conservative positions emerged from other political parties, which reflects the continued disagreement regarding the mechanisms for managing the next phase and the road map towards the elections.

Observers believe that the regionally supported American move may constitute a new step in the path of the Libyan settlement, especially if it succeeds in bringing the positions between the competing institutions closer together and creating a common ground for rebuilding state institutions on consensual foundations.
