صحافة بلادي — Rabat –Morocco has mobilized about 100 billion dirhams through alternative financing mechanisms outside the state’s general budget, to relieve pressure on public finances and finance strategic projects that include the extension of the high-speed train, the development of highways, and the expansion of airports, in preparation for the development and sports benefits related to the 2030 World Cup, according to the data of the second annual report on the “contributing state” for 2024-2025.
According to the data contained in the report, which was prepared by the National Agency for the Strategic Management of State Contributions and Tracking the Effectiveness of the Performance of Public Institutions and Contracting, the investment needs whose financing was secured through alternative mechanisms amounted to about 148.5 billion dirhams during the year 2025, relying on securitization, real estate collective employment agencies, and the issuance of bonds, without resorting to a state guarantee or a direct increase in treasury debt.
The projects in question include investments worth 53 billion dirhams to extend the high-speed train, 14.5 billion dirhams to develop the motorway network, and 38 billion dirhams to expand airport infrastructure, within the framework of enhancing the Kingdom’s readiness for major challenges on the horizon of 2030.
In a related context, the report highlights the economic weight of public institutions and contractors affiliated with the agency, which number 57 entities, as they contributed in 2024 about 242.9 billion dirhams to the public sector’s turnover, recording an annual growth of 8 percent, and also captured an important share of public investments and added value.
These measures fall within the framework of reforming the governance of public institutions and improving their financial and development performance, while adopting international accounting standards and strengthening mechanisms for evaluating profitability and managing risks, in a way that supports the financing of major projects and reduces direct pressure on the state budget.
