In a video speech on Sunday evening, Khoury explained that the process will begin with the formation of a technical committee of Libyan experts, which will address controversial issues in electoral laws and determine the best ways to conduct elections within a specific time frame.

Khoury also indicated that the committee will be tasked with developing options for a clear governance framework and determining the priorities and main stations that the government that will be formed by consensus between the Libyan parties will focus on. She added that the UN mission will work with various parties to facilitate a structured dialogue with the aim of resolving long-standing conflicts.

Khoury explained that the next stage will focus on advancing economic reforms, enhancing the unification of military and security institutions, and supporting national reconciliation. The United Nations will seek to ensure international consensus to support these efforts.

It should be noted that the new political process faces many challenges, most notably disagreements over electoral laws and conditions for running for the presidency, in addition to the dispute over mechanisms for managing the country’s resources, especially oil revenues, and divisions over the formation of a new government to supervise the elections.

Despite the challenges that the initiative may face, it comes after a tour carried out by Khoury, during which she met with all political parties and presented to them the details of this plan.
