The ceremony of handing over power at the headquarters of the Ministry of National Education in Bab Al-Rawah in Rabat, between the outgoing Minister Mohamed Saad Berrada and the new Minister Nabil Benabdallah, constituted one of the most controversial and politically curious moments of government rotation. The portfolio, which is called in the Moroccan political dictionary “the mother of the ministries and the most dangerous,” moved from the hand of a congregant businessman with a financial and management background to the hand of a veteran leftist political leader known for his sharp tongue and high negotiating ability.
From “the logic of enterprise” to “the logic of a seasoned politician”… What happened behind the scenes of Bab Al-Rawah?
Behind the scenes of the ceremony of handing over power, the scene seemed to be loaded with profound connotations: Mohamed Saad Berrada handed over the files of a sector that includes hundreds of thousands of women and men in education and millions of students, to Nabil Benabdallah, who entered the ministry supported by two delegated ministers,Kamal Al-Hashoumi(In charge of primary education and combating school wastage) andMadiha Khair(In charge of vocational training and rehabilitation).
Behind the scenes, the expansion of Benabdallah’s powers to include “vocational training and qualification” in addition to national education and primary education after separating the sports sector and attaching it to the Ministry of Mehdi Bensaïd reflects the state’s desire to create a direct bridge between public schools and the labor market, in line with the “National Integrated Youth Program 2027-2031.”
“Professors and educational unions said in the vernacular: Nabil Benabdallah was in the opposition defending us, on television and in parliament. Here he is always on the chair… What is he going to open the door to the unions and resolve the outstanding issues, or are you going to shock the Bab Al-Rouah bureaucracy?”
The incendiary files awaiting “the companion” on Monday morning
Moroccan educational frameworks and families set three major files as a criterion for judging Nabil Benabdellah’s first weeks:
- Complete the download of the basic system for women and men in education:Collapse all outstanding class files to ensure a stable academic season free of congestion and strikes.
- Disseminating leadership schools and evaluating their real impact:Moving from the language of technical numbers to actually improving the Moroccan student’s acquisitions within the department.
- The vocational training revolution and the fight against school dropout:Investing in the presence of two ministers assigned to save hundreds of thousands of young people from dropping out of school and direct them towards future professions.
