A report issued by two United Nations bodies highlighted what it described as serious violations suffered by migrants, refugees and asylum seekers inside Libya, in light of the continued fragility of the security and political situation.
The report, prepared by the Office of the United Nations High Commissioner for Human Rights and the United Nations Support Mission in Libya, indicated that large categories of migrants live in difficult conditions, both inside and outside places of detention, with the absence of adequate legal guarantees.
According to the data received, some migrants face practices that affect their physical safety and dignity, in addition to detention without clear legal procedures, and the disappearance of people in unknown circumstances. The report also spoke of economic exploitation and financial extortion in some cases, which increases the vulnerability of these groups.
The UN source explained that the patterns of recorded violations are linked, according to available data, to the presence of human smuggling and trafficking networks operating in an environment characterized by weak institutional oversight, which exacerbates the complexity of the humanitarian situation.
The United Nations called for immediate action to enhance the protection of migrants, including reviewing forced return policies, ensuring respect for international human rights standards, and working to release those arbitrarily detained, in addition to activating accountability mechanisms.
This report brings back to the forefront the international debate on managing the migration file in the region, in light of increasing calls to adopt a comprehensive approach that balances security considerations and humanitarian obligations.
