After the killing of Moroccans near the border, a human rights body demands an international investigation and holds the Algerian army responsible for the escalation

Algeria –The Moroccan Association for Citizenship and Human Rights called for the opening of an independent international investigation to uncover the circumstances of the killing of Moroccan citizens near the border with Algeria, following the announcement by the Algerian Ministry of Defense that the incident occurred on February 28 in the Beni Ounif region of Bashar Province.

The human rights body stated, in a report, that the repeated incidents of Moroccans being shot dead by the Algerian army in the border areas raises increasing concern, noting that the use of live ammunition in these incidents raises serious questions about the extent of respect for the international rules framing the use of force, especially in cases where there is no proven direct threat to the lives of members of the military forces.

The Association based its position on the requirements of international human rights law, most notably the International Covenant on Civil and Political Rights, which guarantees the right to life, stressing that international rules, even in contexts of border tension, impose adherence to the principles of necessity and proportionality, and do not allow the use of lethal force except as a last option to protect lives.

The Commission stressed that the recurrence of such incidents in areas close in time and geographically reinforces concerns about the nature of the instructions approved in the field, calling for the need to ensure that there is no impunity in the event that any violations of international law are proven.

The association also called for the opening of a transparent international investigation under the supervision of competent international mechanisms, with the aim of determining responsibilities and revealing the truth of what happened, while empowering the families of the victims with their right to know the truth and obtain justice and reparation.

In the same context, the human rights body called on the Algerian authorities to strictly adhere to international rules regulating the use of force in border areas, stressing the importance of diplomatic and legal action by Morocco through available international mechanisms to ensure the protection of Moroccan citizens and preserve their right to life.
